大学の卒業式のスピーチで、作家デヴィッド・フォスター・ウォレスは、3匹の魚についてのたとえ話を語りました。

「若い魚が2匹、並んで泳いでいる。そこへ向こうから年上の魚がやってきて、軽くうなずきながら『おはよう。水の具合はどうだい？』と言う。

若い2匹はそのまましばらく泳ぎ続けるが、やがて片方がもう一匹のほうを見てこう言う。『いったい“水”って何のことだ？』」

どういう意味でしょう？

ウォレスはこう言っています。

「この話の要点は、「ごく単純で、かつ明白で重要な現実」ほど、実は最も見えにくく、言葉にすることが難しい」ということです。

「ここに、明白で重要でありながら、私たちが見落としがちな現実があります。

――それは「私たちは権威に関する問題を抱えている」ということです。

人は本能的に、権威をまず疑い、信頼するのはそのあとです

　　　　疑いが前提にあり、信頼は後から得られるものです

皆さん正直なところ、「権威」について説教をきくことにどれくらいワクワクしますか？

心の奥では、私たちはみな反権威的で、そのことに私達は気づいていないんです。

それは、私たちが泳いでいる「水」であり、呼吸している「空気」なんです。

「90年代で最も人気のあったバンドの一つ、Rage Against the Machineは、

　“権力との闘い”をテーマにしていました。」

『スター・ウォーズ』など多くの人気ヒーロー物語は、悪の帝国に立ち向かう反逆者たちを描いています

現代の「権威への向き合い方」は、ある偉大な哲学者の言葉によってうまく要約されています

「自分に何ができるのか、試す時が来た。限界に挑み、突き破る。そこには正解や不正解、そしてルールもない。私は自由！」

私は『Star Wars』もRage Against the Machineも実は好きなんですけど、ここで伝えたいことは、、

現代の英雄物語の基本の形は、権威に反抗する人々が中心になっているということです。

だからこそ私たちは、『ローマの信徒への手紙13章』に示されている聖書的・歴史的なキリスト教の権威の見方を取り戻す必要があります

「人はみな、上に立つ権威に従うべきです。神によらない権威はなく、存在している権威はすべて、神によって立てられているからです。 2  したがって、権威に反抗する者は、神の定めに逆らうのです。逆らう者は自分の身にさばきを招きます。」 

使徒 パウロ はここで統治権力について論じていますが、 この原則は人生のあらゆる面に当てはまります。 

親や上司、国などの正しい権威に従わないことは、神に従っていないことに繋がります。

今日いちばん大事なポイントはこちらです

神によって定められた権威との関係は、神ご自身との関係を示す指標であるということです

これは議論を呼ぶ見解ですが、聖書が教えていることだとご理解いただけたらと思います。 

権威に関する二つの質問を通して、この見解について説明させてください。

まず第一に、良い権威とは何でしょうか。 

第二に、良い権威はどのように機能するでしょうか。

最初の質問、良い権威とは何か？

今日お話ししている内容の多くは 、ジョナサン・リーマン の著書『Authority』に 基づいています。 非常におすすめの本です。 

リーマンが 述べていることの一つは、次の点です。 

悪しき権威の解決は権威を無くすことではなく、良き権威こそが答えである。 

私たちは皆、幼い頃からこれを信じています 

私の3歳の娘が1歳の妹に乱暴をすると、妹はどうするでしょうか？

• 彼女は私や妻のほうを見て助けを求めます。

• 上の子は「姉としての権威」を誤って使い、下の子はより上の権威（親）に助けを求めます

もっと深刻なケースでは、親や牧師、政府の役人が法律を破ったり虐待をしたとき、私たちは警察に通報し、彼らをその役割から追放することもあります 

私たちは良い権威を必要としています。しかし、良い権威とはなんでしょうか？

良い権威には3つの特徴があります。 

良い権威は力を分け与えます。 .

• 驚くかもしれませんが、神ご自身でさえ、他者に権威を分け与えます。 

  • 創世記1章と2章では、神はアダムとエバを神の代理として立て、被造物を治める権威を与えました。

• 神はアダムを園に置き、そこで働き守るようにしました。

• また詩篇8篇は、神が人間に地上すべて、また、生けるものすべてを支配する権威を与えたことを語っています。 

  • 3  あなたの指のわざである あなたの天 

  • あなたが整えられた月や星を見るに 

  • 4  人とは何ものなのでしょう。 

  • あなたが心に留『と」められるとは。 

  • 人の子とはいったい何ものなのでしょう。 

  • あなたが顧みてくださるとは。 5  あなたは 人を御使いより 

  • わずかに欠けがあるものとし これに栄光と誉れの冠を 

  • かぶらせてくださいました。 

  • 6  あなたの御手のわざを人に治めさせ 万物（ばんぶつ）を彼の足の下に置かれました。

• 悪いリーダーシップの定義は、権威を委ねないことです

• 細かく管理する上司、過干渉な親、圧政を行う政府に共通するものは何でしょうか？

• それは、自分の下にいる者たちに力を分け与えないことです。 

  • 良い上司は、部下が自分で仕事をできるよう権限を与えます

• 良い親は、子どもが成長し責任を果たせるようになるにつれて、より多くの自由を与えます。

• 良い政府は、市民に権利と自由を与えます。 

• 人間が支配を行うとき、しばらくの間はうまくいきますが…そこにサタンが現れます

• 人間に与えられた支配には、ただ一つのルールがありました（創世記2章）。 

  • 16  神である主は人に命じられた。「あなたは園のどの木からでも思いのまま食べてよい。

  •  17  しかし、善悪の知識の木からは、食べてはならない。その木から食べるとき、あなたは必ず死ぬ。」

• しかし創世記3章で、サタン（蛇）はエバを誘惑し、この唯一のルールを破らせます。 

• エバはアダムを巻き込み、アダムは神の命令を無視しました。

• 神はアダムに対して権威を持ち、そのアダムにはエバに対する権威を与え、さらにアダムとエバには蛇に対する権威を与えていました。 

• しかしサタンはこの序列をひっくり返します。神が意図した秩序を逆転させました。

　　　　　　ジョナサン・リーマンはこう言います。

　　　　　　「権威とは、神に取って代わろうとするサタンの邪悪な企てである。」 

悪は、序列の最下位にいることを好みません。 

しかし、良い権威は自らも権威に従います。

イエス・キリストにおいて、神でさえ自らを権威の下に置かれました。 

イエスはマルコ10章45節でこう言っています。

人の子も、仕えられるためではなく仕えるために、また多くの人のための贖いの代価として、自分のいのちを与えるために来たのです。

永遠の神の御子は天から来られ、人の姿を取られました。 

そして人となられた御子として――（永遠の神としてではなく―― ）、キリストは私たちの救いのために父に従われました。

イエスはすべてのものに対して絶対的な権威を持っておられるにもかかわらず、自分よりも小さい存在である人間たちに自らを十字架につけさせました。 

そしてイエスが自らを権威の下に置くことをいとわれなかったので、信じるすべての人が救われます。  

 史上最も偉大なリーダーであるイエスは、自らを権威の下に置かれました。 

しかし最も危険な指導者たちは、これを行おうとはしません。 

• 毛沢東やアドルフ・ヒトラー、ヨシフ・スターリンのような全体主義の独裁者たちには、どんな共通点があるでしょうか。

• 彼らは若い頃から、あらゆる権威に対して不健全な関係を持ち、また、従うことを拒んでいました

神は、権威を単なる服従のテストとして 定めたわけではありません

そうではなく、神は私たちの益のために権威を与えてくださいます。

なぜなら、正しい権威は人間の繁栄をもたらすからです。

古代イスラエルの王であったダビデは、晩年にリーダーシップについて興味深い考察をしています。

彼は第二サムエル記23章でこう語っています。 

　　　イスラエルの神は仰せられた。 

イスラエルの岩は私に語られた。 

『義をもって人を治める者、 

神を恐れて治める者。 4  その者は、太陽が昇る朝の光、 

雲一つない朝の光のようだ。 

雨の後に、地の若草を照らす光のようだ。』

人を正しく治めるための鍵は…神を畏れて治めることにあります。

歴史家たちは、宗教を否定し無神論を推進した旧ソビエト連邦が、約6000万人の死に関与したと推定しています。

1983年の演説で、ソビエト連邦を批判したアレクサンドル・ソルジェニーツィンは、その根本原因についてこう述べました。

私はほぼ50年にわたり革命の歴史を研究してきた…
しかし、約6000万人を飲み込んだ破滅的な革命の主な原因をできるだけ簡潔に言うなら、こう言うだろう。
「人々が神を忘れたからこそ、すべてが起こったのだ。」

ソビエトは神を敬い畏れて治めなかったため、「正しく」人々を治めることができなかったのです。 

権威は常に、神を畏れる心の中でのみ用いられるべきです。

• 上司、牧師、親、夫、政治家は皆、自分の権威の使い方についてイエス様の前で責任を問われます。

• ですので、指導的立場に立つことを恐れない人は…おそらくその立場にふさわしくない人です。

しかし、正しく行使される権威は、その影響下にある 人々に豊かな祝福を与えます

　　『義をもって人を治める者、 

神を恐れて治める者。 4  その者は、太陽が昇る朝の光、 

雲一つない朝の光のようだ。 

雨の後に、地の若草を照らす光のようだ。』

つまり、神に従うリーダーは、畑の作物を育ててくれる太陽のような存在です。

• それは、あなたに読書の楽しさを教えてくれた先生のことです。

• それは、歯の磨き方を教えてくれたお母さんのことです。

•  それは、あなたを最適な役割に導いてくれた上司のことです。

• 数年前、私は教会の礼拝バンドでギターを弾いていました。

• 初めて演奏する前に、リーダーがとても良いアドバイスをくれました。

• 最も大切なのは「文脈に合わせて演奏すること」だと言いました。

• バンドの流れに合わせようと言いました

• バンドのリーダーがキーを決めます

  • もしギタリストがキーを外したり、曲の文脈から外れるようなソロを弾いたりすれば…その曲は台無しになります。 

• しかし、全員が同じリーダーのもとで、それぞれの役割を果たし、同じキーで演奏すればどうなるでしょうか？

• そこには美しい音楽が生まれます。

• これこそが、良い権威の姿なのです。

  • 人は皆、それぞれ役割を持っています。従業員、子ども、妻、市民、教会員として。

• そして誰にでも、自分の上に立つ存在がいます。 

大切なのは、ただルールに従うということではありません。

‍　　　　　　　　‍　大切なのは、美しい音楽を奏でることです。

それが「良い権威」です。では、良い権威とはどのように働くのでしょうか。

聖書は、三つの権威の領域について強調しています。政府、親、そして教会です。

まずは、政府です。

ローマ人への手紙13章でパウロが言っています。人間社会の政府は… 

• 「神によって立てられている」（13:1）

• 善い行いには恐ろしい存在ではなく、悪い行いに対して恐ろしい存在なのです。」 

• 「あなたに益を与えるための神のしもべ」である（13:4）

• 税を徴収する権利を持つ（13:6）

• 「剣を帯びる」権威を持つ（13:4） 

政治哲学者トマス・ホブズはクリスチャンではありませんでしたが、この点でローマ13章に同意しています。

•  彼はこう言いました。「政府がなければ、人間の生活は酷く、残酷で、短いものになる。」

  • 政府に従うべきでない場合はあるのでしょうか 。もちろんあります。 

    • 出エジプト記1章17節では、ヘブル人の助産婦たちはファラオの命令に逆らい、赤ん坊を殺しませんでした。

    •  使徒の働き5章29節では、使徒たちは福音を伝えることを禁じられても従いませんでした。

• 聖書は、政府が私たちに罪を犯すよう命じる時にのみ、不服従を許しています。

• パウロ、ペテロ、そしてイエスは、当時のクリスチャンに、クリスチャンを殺していたローマ政府に従うよう教えました。

• ウィリアム・ティンダルは、聖書を英語に翻訳したゆえに、ヘンリー八世の命によって火あぶりにされました。

しかし彼は反逆を主張することはありませんでした。

•  著作『キリスト者の従順』において、彼は次のように記しています。

• 「王や支配者は、たとえどれほど悪であっても、神の善なる賜物であ　　　り、私たちが見えない無数の危険から守っている。」 

• もしかしたら、税金や書類の手続き、官僚制度に不満を持つ方もいるかもしれません。 しかし、、

  • 皆さんは今日、電車もしくは車やバスで来ましたか？

  • 信仰のゆえに迫害されることを恐れて、教会に来ることを不安に思いましたか？

• あるいは、泥棒を恐れて眠れない夜を今日過ごされますか？

  • 違いますね。それはすべて、警察や鉄道を支える税金と、宗教の自由を守る法律のおかげです。

• ですから、役所で順番を待つとき、イライラする代わりに、そこで働く職員のために祈りましょう。

  • テモテへの第一の手紙2章はこう言っています。
    「王たちとすべて高い地位にある人たちのために」 祈りましょう、と。

  • なぜでしょうか。

    • 「それは、私たちが敬虔（けいひん）で品位を保ち、平安で落ち着いた生活を送るためです。

神が与えた第二の権威の領域は、親です 

• 箴言13章24節はこう言います。
  「むちを控える者は自分の子を憎む者。」

  • 箴言は知恵であり、命令ではありません。

• ですから、この箇所は体罰を命じているわけではないと思います。

• しかし、子どもにはしつけが必要だということを教えていると思います。

  • 12年前、私はサマーキャンプでカウンセラーをしていました。

    • 中学生の男の子６人を担当していました。
      ほとんどの子の名前は忘れてしまいましたが、一人だけ覚えています。なぜなら何度もその子の名前を叫んだからです。

• 彼はいつもケンカをし、私の言うことを聞かず 、一緒にいるのが大変な子でした。

• しかし、彼の両親に会って驚きました。

• ご両親はとても優しく、愛情深い人たちだったのです。

• 自分たちの息子に「かわいい子ね」と優しく語りかけていました。

• でも彼は周りの人達にとっては、問題児だったのです。

• 一見、子どもを自由にさせてしつけをしないことは愛のように感じられますが 、
  しかし箴言 13章24節で、それはむしろ憎しみだと言っています。

最後は、教会です。

マタイ16章19節で、イエスはペテロにこう言われました。

わたしはあなたに天の御国の鍵を与えます。あなたが地上でつなぐことは天においてもつながれ、あなたが地上で解くことは天においても解かれます。」

鍵は扉を開いたり閉じたりします。

• 教会が福音を宣べ伝えるとき、信じる人には天の御国の扉が開かれます。

• しかし、悔い改めず信じない人に対しては、この同じ福音が宣べ伝えられるとき、天の御国の扉は彼らの前で閉ざされます。

ところで、『つなぐこと』と『解くこと』とは何でしょうか。 

聖書学者フランスはこう説明しています。

『つなぐ』『解く』は、原文では未来完了形で、『すでにつながれていることになる』『すでに解かれていることになる』という意味になる。しかしこの時制は、ギリシア語でも英語でも不自然であるため、あえて使われていると考えられる。その場合、天がペテロの決定を後から承認するということではなく、ペテロはすでに天で下された決定を地上で伝えている、という意味になる。」 

ここでローマ・カトリックの人々は立ち止まりこう主張します。「マタイ16章は、ペテロの後継者である教皇が聖書のように正しい存在であることを示している」と。 

しかし私たちのようなプロテスタント教会は、「マタイ18章まで読み進めてください」と言います。
というのもマタイ18章では、イエスがペテロに与えたのと同じ権威を、教会の集まりにも与えているからです。

まことに、あなたがたに言います。何でもあなたがたが地上でつなぐことは天でもつながれ、何でもあなたがたが地上で解くことは天でも解かれます。」 まことに、もう一度あなたがたに言います。あなたがたのうちの二人が、どんなことでも地上で心を一つにして祈るなら、天におられるわたしの父はそれをかなえてくださいます。 二人か三人がわたしの名において集まっているところには、わたしもその中にいるのです。 

イエスは天の御国の鍵を、教皇や牧師にではなく、洗礼を受け、聖霊に満たされた教会のメンバーに与えられました。

これが私たちが会衆制の教会である理由です。

新しいメンバーの受け入れや長老の選任、教会の予算など、大きな決定のたびに、私たちはメンバーに投票してもらいます。 

• 教会には「すべてのメンバーはピンクの車に乗らなければならない」と言う権威があるのでしょうか。

• いいえ、なぜなら聖書はそのようなことは言っていないからです。 

しかし教会には、「すべてのメンバーは洗礼を受け、イエスを通し悔い改めた信仰者でなければならない」と告げる権威があります。なぜなら聖書がそのように教えているからです。 

私がこれまでずっと興味深いと思ってきたことがあります。それは、大使館の建物は単に本国の外観を模しているだけではないという点 です。 

それらは法的に本国の一部とみなされています。

アメリカ大使館はアメリカの一部であり、中国大使館は中国の一部です。

• その国での生活がどのようなものか少しでも知りたい方は、大使館を見てみてください 

• しかしここで大事なことは、大使館がルールを決めるわけじゃないということです 

• 大使館は単に、自国のメッセージを明確かつ正確に伝達しているにすぎません。

• 大使館は、誰がその国に帰属するかを認定する権限を持っています

  • 例えば、私の娘たちが日本で生まれたとき。

  • 大使館が彼女をアメリカ市民にしたわけではないですが、その身分を確認し、パスポートを交付しました

教会の皆さん、私たちは福岡にある神の国の大使館です。私たちはこの地上にある天の一部のような存在です。 

• イエスは私たちに、私たちの本国のメッセージである福音を宣べ伝える権威を授けられました. 

• 私たちは福音の内容を変えることは許されていません

しかし私たち教会には、洗礼、教会員としての受け入れ、そして主の晩餐式を通して、その人が真に神の国の一員であるかを認証する権限が与えられています

神は私たちの益のために 権威を置かれました

したがって、親や政府、教会との関係は、私たちの神との関係を示す指標となります

なぜでしょう？

なぜなら福音の中心は「権威」、とくにイエスの持つ権威だからです 

マタイの福音書8章で、ローマ軍の百人隊長が自分の部下を癒やしてほしいとイエスに願ったとき、彼はこう言いました。 

主よ、あなた様を私の屋根の下にお入れする資格は、私にはありません。ただ、おことばを下さい。そうすれば私のしもべは癒やされます。 と申しますのは、私も権威の下にある者だからです。私自身の下にも兵士たちがいて、その一人に『行け』と言えば行きますし、別の者に『来い』と言えば来ます。また、しもべに『これをしろ』と言えば、そのようにします。」 イエスはこれを聞いて驚き、ついて来た人たちに言われた。「まことに、あなたがたに言います。わたしはイスラエルのうちのだれにも、これほどの信仰を見たことがありません。 

この百人隊長は権威というものを理解していました。ローマ軍では、すべての人に部下と上司がいました。

そして彼は信仰の目で見て、イエスがすべての上に立つ方だと理解し、天と地のすべての権威がイエスにあると知っていました。

皆さんはどうでしょうか？

あなたはイエスの絶対的な権威を見る目を持っていますか？そして、それに身をゆだねますか？

During a commencement speech at a university, author David Foster Wallace told a parable about three fish.

• There are these two young fish swimming along and they happen to meet an older fish swimming the other way, who nods at them and says “Morning, boys. How’s the water?” …And the two young fish swim on for a bit, and then eventually one of them looks over at the other and goes “What in the world is water?”

The meaning?

• Wallace says this: The point of the fish story is merely that the most obvious, important realities are often the ones that are hardest to see and talk about.

Here’s an obvious, important reality we have trouble seeing: we have an authority problem. 

• Our instinct is to question authority first, trust it second. 

  • Doubt is the default, faith is earned.

Like be honest… how excited are you to hear a sermon on authority?

Deep down, we’re all anti-authoritarians and we don’t even realize it. 

It's the water we swim in, it's the air we breathe. 

• One of the most popular bands of the 90s was Rage Against the Machine, who were all about fighting the power. 

• Many popular hero stories like Star Wars are about rebels fighting an evil empire.

• The modern approach to authority is summed up well by the great philosopher… Elsa from Frozen.

• It's time to see what I can do. To test the limits and break through. No right, no wrong, no rules for me. I'm free!

Now, I actually like Star Wars and Rage Against the Machine, but my point is this…

• Our default heroic narrative in the modern world is people who resist authority.

Which is why we need to recover the Biblical, historically Christian view of authority that we see in Romans 13. 

1 Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God. 2 Therefore whoever resists the authorities resists what God has appointed, and those who resist will incur judgment.

The Apostle Paul is talking about government here, but the principle applies to all of life. 

A failure to submit to rightful authorities like parents, bosses, and governments is a failure to submit to God himself.

Here’s today’s main point:

• MPS: Your relationship to God-ordained authority is an indicator of your relationship to God himself.

This is a controversial thesis, but I hope you’ll see it's what Scripture teaches.

Let me defend this statement by asking two questions about authority. 

• First, what is good authority?

• Second, how does good authority work? 

First question, what is good authority?

Now much of the framework I'm drawing on comes from Jonathan Leeman's book Authority. I can't recommend it highly enough.

One of the things Leeman says is this.

• The solution to bad authority is not no authority, but good authority.

We all believe this, even from a young age.

When my three year old is too rough with my one year old, what does she do?

• She looks at me and her mom for help.

• My oldest daughter is mis-using her authority as an older sister and the younger sister looks to a higher power (her parents) to intervene.

In more serious cases, when a parent, pastor, or government official, breaks the law or commits abuse we call the police, we report them, we remove them from office. 

We need good authority, but what is it?

Good authority has three traits.

Good authority passes out power.

• Believe it or not, even God himself shares authority with others.

  • In Genesis 1-2, God gives Adam and Eve authority to rule over creation as his vice-regents. 

    • He puts Adam in the Garden to work and keep it.

  • And Psalm 8 talks about how God gives humanity dominion over the whole earth, over all living creatures.

    • 3  When I look at your heavens, the work of your fingers, the moon and the stars, which you have set in place, 4  what is man that you are mindful of him, and the son of man that you care for him? 5  Yet you have made him a little lower than the heavenly beings and crowned him with glory and honor. 6  You have given him dominion over the works of your hands; you have put all things under his feet.

• Refusing to delegate authority is the definition of bad leadership.

  • What do micro-managing bosses, helicopter parents, and tyrannical governments all have in common?

    • They don’t share power with those below them.

      • Good bosses empower their employees to do tasks for themselves.

      • Good parents give their kids more and more freedom as they mature and prove themselves responsible.

      • Good governments give their citizens rights and freedoms.

• Humanity exercising dominion goes well for a little while… until Satan comes along.

• Man’s dominion over creation came with just one rule, Genesis 2.

  • 16 And the Lord God commanded the man, saying, “You may surely eat of every tree of the garden, 17 but of the tree of the knowledge of good and evil you shall not eat, for in the day that you eat of it you shall surely die.”

• But in Genesis 3 Satan, the Serpent, tempts Eve to break this one rule.

• Eve draws Adam in with her, and Adam ignores God’s command.

  • God, who had authority over Adam,

    • gave him authority over Eve, 

    • and gave Adam and Eve authority over the Serpent.

  • But Satan flips the org chart. He reverses God’s intended order. 

    • Jonathan Leeman says: “Authority is Satan’s sinister scheme for supplanting God.”

Evil doesn’t like being at the bottom of the org chart.

But good authority is subject to authority.

Because in the person of Jesus Christ, even God makes himself subject to authority.

Jesus says this in Mark 10:45 about himself. 

• 45 For even the Son of Man came not to be served but to serve, and to give his life as a ransom for many.

The Eternal Son of God came down from heaven, taking on human flesh.

And as the Incarnate Son (not eternally, in his divine nature) Christ submitted to the Father for our salvation.

Jesus has uncontested authority over all things, and yet he let tiny little humans put him on a cross. 

And because Jesus was willing to put himself under authority, all who believe are saved.

Jesus, the greatest leader of all time, made himself subject to authority.

But all the most dangerous leaders refuse to do this.

• What do totalitarian dictators, like Mao, Hitler, and Stalin all have in common?

  • From a young age, they had an unhealthy relationship with authority and refused to submit.

God doesn’t appoint authorities as an arbitrary test of obedience.

No, God gives authority for our good. 

Because good authority results in human flourishing.

David, the ancient King of Israel made an interesting reflection on leadership near the end of his life. 

He says this in 2 Samuel 23:

3 The God of Israel has spoken; the Rock of Israel has said to me: When one rules justly over men, ruling in the fear of God, 4 he dawns on them like the morning light, like the sun shining forth on a cloudless morning, like rain that makes grass to sprout from the earth.

The key to ruling justly over men… is to rule in the fear of God.

Historians estimate that the former Soviet Union, a regime that promoted atheism and opposed religion, was responsible for 60 million deaths.

In a 1983 speech, a critic of the Soviet Union named Aleksandr Solzhenitsyn, reflected on the root cause.

I have spent almost 50 years studying the history of our revolution… But if I were to say as concisely as possible the main cause of the ruinous revolution that swallowed up some 60 million of our people, I would say this: “Men have forgotten God; that’s why all this has happened.”

The Soviets didn’t rule in the fear of God, which is why they didn’t rule justly over men.

Authority should only ever be used in the fear of God. 

• Bosses, pastors, parents, husbands, and politicians will stand before Jesus and give an account for their use of authority. 

• So if being in charge doesn’t scare you… you probably shouldn't be in charge.

But authority, when used rightly results in tremendous blessing for those under authority.

3b …when one rules justly over men, ruling in the fear of God, he dawns on them like the morning light, like the sun shining forth on a cloudless morning, like rain that makes grass to sprout from the earth.

In other words, a godly leader is like the sun shining on a field that causes the crops to grow. 

• This is the teacher who helped you fall in love with reading.

• This is the mom who taught you how to brush your teeth.

• This is the boss who puts you in the perfect role.

Some years ago, I played guitar in the worship band at church.

• Before playing the first time, the worship leader gave me some great advice.

• He said the most important thing is to play contextually. 

• Follow what the band is doing. 

• The leader sets the key.

  • If a guitarist plays out of key or rips a distracting guitar solo…it ruins the song for everyone.

• But when everyone plays their part, under the same leader, in the same key?

  • You get beautiful music.

• This is what good authority looks like. 

  • Everyone has a role: employee, child, wife, citizen, church member. 

  • Everyone has someone above them.

    • The point is not to follow random rules.

    • The point is to make beautiful music. 

That’s good authority, but how does good authority work? 

The Bible emphasizes three spheres of authority: the government, parents, and the church.

First, the government.

In Romans 13, Paul says human governments…

• Have been “instituted by God” (Romans 13:1)

• Are a terror to bad conduct and an approver of good (Romans 13:3)

• Are “God’s servant for your good” (Romans 13:4)

• Have the right to collect taxes (Romans 13:6)

• Have the right to “bear the sword” (Romans 13:4)

Political philosopher Thomas Hobbes was not a Christian, but he agrees with Romans 13.

• He says: “Life without government is nasty, brutish, and short.”

  • Are there times to not obey the government? Of course.

    • Exodus 1:17, the Hebrew midwives dis-obeyed Pharaoh's command to kill babies. 

    • In Acts 5:29, the apostles dis-obeyed the Jewish leaders prohibition of evangelism. 

      • The Bible permits disobeying the government only when it asks us to sin. 

• Paul, Peter, and Jesus asked Christians to submit to the Roman government… that was killing Christians!

• William Tyndale was burned at the stake by King Henry the VIII for translating the Bible into English.

  • And yet he didn’t advocate rebellion.

  • In his essay the Obedience of the Christian Man, he said this. 

    • Kings and rulers, be they ever so evil, are yet a great gift of the goodness of God, and defend us from a thousand things that we see not.

  • You might complain about taxes, paperwork, bureaucracy, but…

    • Did you come by train today, or on a road?

    • Were you afraid to come to church because of religious persecution?

    • Will you lie in bed tonight worrying about a thief breaking in?

      • No, and that’s all thanks to taxes that cover police and trains, and laws that protect religious freedom. 

      • So when you’re sitting at the ward office, instead of getting annoyed, pray for the workers there. 

        • 1 Timothy 2 tells us to pray…for kings and all who are in high positions.

        • Why?

          • So that we may lead a peaceful and quiet life, godly and dignified in every way. 

Second sphere of God-given authority, parents.

• Proverbs 13:24 says “Whoever spares the rod hates his son.”

  • Remember the Proverbs are wisdom, not command.

  • So I don’t think this verse says you must spank your kids.

  • But I do think it's saying children need discipline.

    • 12 years ago, I was a counselor at a summer camp.

      • I was in charge of six middle-school boys for the summer.

      • I forget all the kids' names, but I remember one boy’s name because I yelled it so much!

        • He was always getting into fights, didn’t listen to me, and was just really unpleasant to be around.

      • When I met his parents, I was shocked.

      • They were concerned, caring, and involved with their son.

        • They spoke to him so sweetly “oh honey…my little boy!”

          • But he was a terror to everyone around him!

          • It feels like love to let your kids do whatever they please, and never discipline them, but Proverbs 13:24 says it's hate!

Lastly, the church.

In Matthew 16:19, Jesus tells Peter this.

19 I will give you the keys of the kingdom of heaven, and whatever you bind on earth shall be bound in heaven, and whatever you loose on earth shall be loosed in heaven.

Keys open and close doors. 

• Whenever the church proclaims the gospel,the doors to the kingdom of heaven are open wide to those who believe. 

• But for those who refuse to repent and do not believe, when this same gospel is proclaimed, the doors of the kingdom of heaven are shut in their face. 

But what’s “binding and loosing”?

RT France, a Bible scholar, says this:

“Shall be bound” and “shall be loosed” are literally future perfects (‘shall have been bound’ and ‘shall have been loosed’). Because the future perfect sounds just as unnatural in Greek as in English, the tense is apparently deliberate. In that case it is not that heaven will ratify Peter’s independent decisions, but that Peter will pass on decisions that have already been made in heaven.

Now Roman Catholics stop here and say “see, look, Matthew 16 says the Pope, the successor of Peter, is infallible like the Bible.”

But Protestant churches like ours say, keep reading until Matthew 18.

Because in Matthew 18, Jesus gives the same authority he gave Peter… to the gathered church.

18 Truly, I say to you, whatever you bind on earth shall be bound in heaven, and whatever you loose on earth shall be loosed in heaven. 19 Again I say to you, if two of you agree on earth about anything they ask, it will be done for them by my Father in heaven. 20 For where two or three are gathered in my name, there am I among them.”

Jesus did not give the keys of the kingdom to the pope, or even pastors, but to baptized, Spirit-filled church members.

Practically, this is why we’re a congregational church. 

Whenever we make a big decision: new members, new elders, the church budget…we ask our members to vote.

Does the church have the authority to say “all members must drive pink cars”?

• No, because the Bible says nothing about that.

But the church does have the authority to say “all our members must be baptized, repentant believers in Jesus”, because the Bible does say that.

Something I’ve always found fascinating is that embassy buildings don’t just look like their home country. 

They’re legally considered part of their home country. 

The American embassy is a little slice of America; the Chinese embassy, a little slice of China.

If you want to get a sense of what life in that country is like, look at the embassy.

But notice this: the embassy doesn’t make up the rules.

It just communicates the message of its home country clearly and faithfully. 

And it has authority to recognize who belongs—

• Like when my daughters were born here in Japan.

• The embassy didn’t make her a U.S. citizen, but they verified her status and issued a passport.

Church, we are an embassy of the kingdom of God in Fukuoka. We’re a slice of heaven on earth. 

• Jesus has given us authority to proclaim the message of our home country, the gospel of the kingdom. 

• We don’t get to change the message of the gospel. 

• But we do, as a church, have authority to recognize true kingdom citizens by baptism, membership, and the Lord’s Supper.

God has appointed authorities for our good. 

So our relationship to parents, governments, and churches are an indicator of our relationship with God.

Why?

Because the gospel is all about authority— the authority of Jesus.

In Matthew 8, when a centurion, a Roman military officer asked Jesus to heal his servant he said this.

• 8a …Lord, I am not worthy to have you come under my roof, but only say the word, and my servant will be healed. 9 For I too am a man under authority, with soldiers under me. And I say to one, ‘Go,’ and he goes, and to another, ‘Come,’ and he comes, and to my servant, ‘Do this,’ and he does it.” 10 When Jesus heard this, he marveled and said to those who followed him, “Truly, I tell you, with no one in Israel have I found such faith.

This centurion understands authority. In the Roman military everyone had people below them, and people above them. 

And with the eyes of faith, he sees that Jesus is at the top of the org chart. He knows all authority on heaven and on earth belongs to Jesus.

So what about you?
