1 Timothy 3:1-7

(See English below)

Have you ever heard the ancient Greek myth, The Sword of Damocles?

Damocles, a member of the royal court, flattered the King saying how wonderful it must be to have power and luxury.

The King offered to swap places for a day.

Damocles enjoyed an incredible feast and the service of attendants…

…until he looked up and saw a giant sword hanging over his head.

The sword was held up by a single horse hair.

Damocles immediately asked to switch back!

The King put the sword there to teach a lesson.

To be king is to always have a sword hanging over your head.

You’re never more than one bad decision or one powerful enemy away from losing it all.

That anxiety makes it hard to feel secure, even with great power.

When I heard this story, I thought “that’s pastoral ministry.”

As a pastor, you have incredible power, both to do good, and to cause harm.

I know a Japanese man who worked in the Philippines as a journalist.

Through his job, he encountered many church leaders who were abusive scammers.

And any time I would try to share the gospel, this experience became a barrier.

If we care about reaching the 99% in Japan who don’t know Jesus, we must care about godly leadership.

If God, by his grace, adds to our number, we will need more qualified leaders.

But unless those leaders are biblically qualified, they will hinder gospel mission.

In Spiderman, Uncle Ben told Peter Parker: with great power comes great responsibility.

So who is qualified to handle the power and responsibility that come with being a pastor?

To answer that question, let’s turn to 1 Timothy 3:1-7.

Who should lead God’s church?

A man who aspires (3:1)

A man who is qualified (3:2-7)

First, a man who aspires (3:1)

v1: The saying is trustworthy: If anyone aspires to the office of overseer, he desires a noble task.

Let’s define some terms.

What exactly is the office of overseer?

Many churches have leadership structures influenced more by culture than the Bible.

In the US, many churches have the elder board, the deacon board, and the lead pastor.

It becomes like American democracy where the House, the Senate, and the President are all in an endless power struggle.

In Japan, some churches are more hierarchical.

Pastor, evangelist, missionary, yakuin… everyone has a rank.

What we see in 1 Timothy is much more simple.

Biblically, there are only two church offices: elders and deacons.

Deacons are leading servants.

Elders are servant leaders.

We’ll talk about deacons next week.

But for elders, what we see all over the New Testament is that the words “elder”, “overseer”, and “pastor” all refer to the same office.

In Acts 20, Paul spoke to the elders at Timothy’s church in Ephesus.

v17 says Paul spoke to “the elders of the church” telling them to…

…v28: Pay careful attention to yourselves and to all the flock, in which the Holy Spirit has made you overseers, to care for [or pastor] the church of God…

So in this sermon, I’ll use the words “elder” and "pastor" interchangeably, but please understand they refer to the same role.

***

Now in some Christian circles, it's popular to talk about “calling to ministry.”

Like “God has called me to be a pastor.”

Or “I would go into ministry if God just called me.”

But that’s not the term the Bible uses…

v1… If anyone aspires to the office of overseer, he desires a noble task.

Biblically, “calling” is mainly used for God calling people to salvation, not calling into ministry.

I don’t wanna be too strict about this…

But I worry the language of “calling” can lead to presumption.

“I’m called, therefore make me a pastor NOW!”

Or it can lead to over-spiritualization…

Like “unless God gives me a mystical vision, I’m not called to ministry.”

The language of 1 Timothy 3 helps us avoid both presumption and over-spiritualization.

If you ask “should I be a pastor?”

1 Timothy 3 responds, “Well do you aspire to be a pastor? …if so, are you qualified to be a pastor?”

Which brings us to our second point.

Who should lead God’s church?

A man who aspires (3:1) but also, a man who is qualified (3:2-7).

Now, you probably didn’t wake up this morning thinking “I hope someone will explain church leadership structure to me.”

I’ve heard it said… thinking about church structure is like stretching before you workout.

It's boring… until you get hurt.

This discussion is relevant to all of us.

If you’re a member of this church, we have an elder candidate we’re hoping to bring on by the end of the year.

Not only that, the elder qualifications in 1 Timothy 3 are just a picture of a godly, mature Christian.

Bible Scholar D.A. Carson says “The most remarkable thing about the list of qualifications in 1 Timothy 3:1-7 is that they are un-remarkable.”

Christian, even if you will never be an elder, you should want your life to look like 1 Timothy 3!

And certainly, if you aspire to the office of overseer, this is your target.

An aspiring elder should elder before he is an elder.

Aim to be so godly and concerned for others' spiritual good that people mistake you for an elder.

So with that in mind, let’s consider the qualifications for elders in 1 Timothy 3:2-7.

There’s 14 listed, so for simplicity, we’ll boil them down to six qualifications for elders.

An elder must be above reproach.

2a Therefore an overseer must be above reproach

This is the foundational quality of an elder: he MUST BE above reproach.

All the other character traits that follow simply explain what it means to be above reproach.

To be above reproach is not perfection, or we would have no pastors.

It means to be free from obvious, easily agreed-upon inconsistencies that discredit your ministry.

Like if this man were teaching and leading the church as an elder… I’d always be thinking about that one glaring character flaw.

***

Growing up, I had an interesting dentist.

On paper, he was great.

He had fancy degrees and decades of experience.

But… there was just one thing I couldn’t get past.

Every time I sat in the dental chair… something right in front of my face totally distracted me.

Any guesses?

He had some of the worst teeth I’ve ever seen!

Would you go to someone like that for dental advice?

Hypocrisy is like a torpedo to ministry credibility.

But the most compelling teachers of Christ-likeness… are Christ-like teachers.

As Scottish pastor Robert Murray M’Chenye once said…

My people’s greatest need is my personal holiness.

So a man who is above reproach is a man whose example you can safely imitate.

It would be good for the church if everyone followed him as he followed Christ.

An elder must be a faithful husband.

2b the husband of one wife

Just a quick aside… last week, we said that while both men and women are gifted for ministry, the office of elder or pastor is reserved for qualified men.

Here’s further support for that claim… only a man can be a husband of one wife.

Actually, in the Greek text of 1 Timothy 3:1-7, all the pronouns refer to a man.

A husband of one wife literally means a “one-woman man.”

This has led some to say elders can only be married once.

That’s an over-simplification.

Of course, a man is not disqualified for remarrying after the death of a spouse.

And a man who was divorced for un-biblical reasons is not qualified.

But I would argue that because the Bible permits divorce in cases of adultery, abuse, or abandonment…

…a man who was divorced for these biblically-permissible reasons is NOT NECESSARILY disqualified from being an elder.

***

A man who is a husband of one wife, is faithful to his wife if married, and chaste if single.

We’re not just talking about literal adultery or fornication, but mental acts of sin too.

Which means pornography use disqualifies you to be a pastor.

Anyone who deliberately takes pleasure in watching people commit grievous sin is not qualified to lead God’s people.

***

A seminary professor conducted a survey of 246 men who were pastors but lost their ministry because of adultery.

From what he could tell these were all born-again, sincere Christian men.

Almost all these disqualified pastors shared four traits which led to their fall.

No personal accountability… no one knew his life.

No personal Bible time… they just read it to teach others.

Excessive, unguarded time spent alone with women… such as in pastoral counseling.

And this was true for all 246 men… they thought “It will never happen to me.”

An elder must be self-controlled.

2c sober-minded, self-controlled, respectable… 3 not a drunkard, not violent but gentle, not quarrelsome, not a lover of money.

A man qualified to pastor is marked by the fruit of the Spirit and Christ-like character.

Pastoral ministry exposes you to toxic levels of both praise and criticism.

To handle both without pride or self-pity, you need to be a man of exceptional character.

As it's been said, a pastor should have the mind of a scholar, the heart of a child, and the hide of a rhinoceros.

An elder must have a pastoral disposition.

2d hospitable, able to teach

Hospitality is not just baking cookies and having people over.

Hospitality is the love of strangers.

It's to be the kind of guy who is always with people, talking to them on Sunday, meeting with them for lunch.

It's often said… being “able to teach” is the only elder qualification that’s not based on character.

But I strongly disagree with that!

“Able to teach” is not just about speaking ability or doctrinal knowledge.

2 Timothy 2 says…15Do your best to present yourself to God as one approved, a worker who has no need to be ashamed, rightly handling the word of truth… 24 And the Lord’s servant must not be quarrelsome but kind to everyone, able to teach, patiently enduring evil, 25 correcting his opponents with gentleness.

Fruitful Christian teaching requires diligence, patience, and gentleness… all marks of Christ-like character.

***

Able to teach is also NOT… “loves to study.”

A seminary classmate once told our class “I wanna be a pastor, but I don’t like talking to new people at church. I LOVE reading books though!”

Another said “I don’t really like preaching the sermon, but I love preparing the sermon.”

These dear brothers are not ready to pastor!

Because pastoral work is people work.

Yes, to preach well, you must study well.

But all good preaching is pastoral, bridging the ancient text to people’s lives today.

I heard someone say recently… a sermon should comfort the afflicted and afflict the comfortable without comforting the comfortable or afflicting the afflicted.

***

I connected hospitable and able to teach because an elder is the kind of man whose always seeking to do spiritual good to others.

Whatever he reads, he’s thinking about how it can benefit others.

In all his relationships, he seeks to build others up in their walk with Christ.

***

You know, babies are actually pretty self-centered.

Give me milk, give me love… a baby is unconcerned for others.

Obviously… that’s natural, and good.

It's not wrong to be a baby…

…but we don’t put babies in charge of things!

Likewise, the church is not to be led by spiritual babies… but mature men concerned for the spiritual good of others.

An elder must be a competent father.

4 He must manage his own household well, with all dignity keeping his children submissive

The church is, 1 Timothy 3:14, the household of God.

The church is also made up of a bunch of households.

Which is why the proving ground of a man’s spiritual leadership is his family.

5 For if someone does not know how to manage his own household, how will he care for God’s church?

A Christian father can’t guarantee his kids' conversion or godly behavior.

But is he doing the things he is responsible for?

Dane Ortlund, a pastor, was once asked… “how did you become a Christian?”

He responded… “I grew up in a home that had ordinary reality with God. And my dad hugged me a lot.”

An elder must be an established Christian.

6 He must not be a recent convert, or he may become puffed up with conceit and fall into the condemnation of the devil. 7 Moreover, he must be well thought of by outsiders, so that he may not fall into disgrace, into a snare of the devil.

A recent convert to Christianity is rightly excited about all the new things they’re learning.

But being overly impressed with new knowledge can lead to pride.

We’ve all heard the airline safety announcement: secure your own mask before assisting others.

It's true for our spiritual lives as well.

So if you recently came to Christ, or re-dedicated your life to Christ, here’s what you should focus on.

Be absolutely sure you are saved.

Establish yourself in the Christian faith through Bible study and good books.

Become a member of a church.

Make a list of your besetting sins, and resolve to do whatever it takes to put them to death.

Serve outside the spotlight.

A qualified elder is a man who is above reproach, a faithful husband, is self-controlled, has a pastoral disposition, is a competent father, and an established Christian.

In one sense, anyone our church appoints to be an elder must meet these qualifications.

But in another sense, no one perfectly meets these qualifications, myself included!

But there was One who did.

We’ve been talking about the office of overseer, 1 Timothy 3:1.

Do you know who else the Bible describes as an overseer?

1 Peter 2, 24 He himself bore our sins in his body on the tree, that we might die to sin and live to righteousness. By his wounds you have been healed. 25 For you were straying like sheep, but have now returned to the Shepherd and Overseer of your souls.

Like sheep, all of us have strayed from God by our sin.

But Jesus Christ, the Shepherd and Overseer of our souls, bore our sins in his body on the cross.

To be reconciled to God and saved from his judgement, you must repent of your sins and return to him by faith in Christ.

Jesus is the true senior pastor of our church.

For me, this meant relief from a huge burden.

In 2025, shortly before this church started, the idea of being a solo pastor for a season was terrifying.

I thought “who’s gonna pastor me!?”

But then I heard a pastor I really respect say “Jesus feeds those who feed his people.”

And that’s been gloriously true!

For you this means…

Don’t let bad pastors ruin your image of Jesus.

Don’t let good pastors take your focus off Jesus.

However good or however bad a pastor is, look to Jesus.

Let’s pray.

Heavenly Father, fix our eyes on Jesus.

As we behold his glory, change us into people who are above reproach.

We just want our lives to look more like Jesus.

God as you change people’s lives through Jesus, raise up more godly men to lead your church.

We ask these things in Jesus’ name.

Amen.
